Association for Distributive Justice ifc center appealed today (Monday) to the Minister of Finance and the Attorney General and called them to regulate the use of water resources and determine mineral mineral water companies now pay royalties to the state, partly ifc center in view of the findings set out in the report of the State Comptroller.
Water Act 1959 states that "water resources are public property, controlled by the state and are designed ifc center for the needs of residents and development of the country." Law was intended to preserve the state the right to manage and control ifc center the water sector starting from production to delivery to the final consumer to protect the public's ownership of a valuable resource and limited it.
Israel has three leading mineral water companies that sell to the public water derived from natural water sources throughout the state. Arrangement for driving the Water Authority states that these companies are paying the state for use in accordance with the tariff for industry, even lower rate for ordinary domestic consumer.
Position of the Society of the current practice is inconsistent with the provisions ifc center of the Water Act, which sought to introduce water sector closed when water allocated for use only, end users according to their needs. In practice, the Society claims, mineral water companies get their water consumer and industrial water illegally and purpose recognized this valuable resource, free market, free of any compensation fund, as mentioned previously except water tariff for industry is negligible in this context.
During 2008, the Association for Distributive Justice petitioned the Supreme Court to prohibit the continued sale and marketing of mineral water in their present form and will require the state to act to regulate matters. Petition claimed that the Association mineral water market in Israel is probably the result of many years of administrative failure, which resulted in transferred public owned water into mineral water companies illegally, without a tender, and without receiving adequate compensation to the state.
At a hearing, the court ruled that for now, no petition establishes grounds for intervention, given the State's declaration that the Water Authority intends to settle the issue as part of the series includes a water market. However, says the association, nothing was done to promote this undertaking practice ifc center of the country.
On 17 June 2013 the Minister of Finance the second Sheshinski Committee to examine state policy regarding part obtained for the use of private sources of national natural resources. Association for Distributive Justice appeared before the committee and stated that there should be rewards for use of mineral water resources, ifc center but the committee has not yet submitted its conclusions.
In its appeal to the Association relied in part on the findings presented in the report of the State Comptroller released in mid-October. Auditor's report examined how to allocate natural resources and the environment in the country, led by the mineral water resources, and the need Vasdrto. The report states that "the ifc center Water Authority completed quickly noticed the issue of imposing royalties on mineral water companies or taking any other collection method ifc center price it required the use of this natural resource, and will be tested in a professional and objective. Any delay in handling this issue violates the principles of distributive justice and violates state revenues. "
